FAQ

A bank branch closure tests how loyal clients really are. The euro area had around 186,000 bank offices in 2008 and approximately 109,000 in 2022. In Germany, the number of branches dropped from 19,501 to 17,870 in 2024 alone, a fall of 8.4% that the Bundesbank called much stronger than in previous years.

Clients notice when their bank changes around them. A Gallup study found that customers of acquired banks left at a rate of 8%, against an industry average of 5%. Where the acquiring bank had lower customer engagement than the bank it bought, attrition rose to 10%. In the UK, the FCA expects firms to consider the impact of a planned closure on their customers' everyday banking needs and the alternatives available to them.

In wealth management the stakes are higher. A single client can hold a portfolio worth millions and a relationship built over decades. Would your clients still bank with you if their branch closed next quarter?

Six steps to keep clients through a branch closure: client book, licence, adviser, clients, assets and attrition, with the adviser step highlighted

STEP 1

Map the Client Book

Start with a complete picture of who banks at the branch. Segment clients by assets, products, country of residence, language and how they prefer to be contacted. A client with a simple deposit account needs a different plan from a client with a discretionary mandate, a Lombard loan and a family trust.

The map shows where the risk sits. It also shows which clients the receiving location can serve from day one and which need extra work, such as a new contract, a new KYC review or a different service model. Use it to decide the target operating model for each segment before any client is contacted.

✓

Segment clients by value, complexity, residence and service needs

✓

Flag clients with open loans, pledged assets or pending transactions

✓

Mark the top clients for personal handling by senior management

Which of your branch clients would cause the largest loss if they left?

Keep in mind: Small accounts are often the ones with the oldest data. Check them early, as they can hold up the whole transfer.

STEP 2

Check the Licence

Moving clients to another location often means serving them across a border. Within the EU, an investment firm may provide services in another Member State provided that such services and activities are covered by its authorisation. Before it does so for the first time, it has to notify its home authority of the country and the services it plans to provide.

Outside the EU passport, local rules decide what a foreign bank may offer, how it may contact clients and which documents it needs. A client the branch could serve locally may become a client the head office can only serve on request, or not at all.

✓

List the countries of residence of all branch clients

✓

Confirm for each country which services the receiving entity may provide

✓

Agree with Legal and Compliance how to handle clients who cannot be served

Which of your clients live in a country the receiving location cannot serve?

Keep in mind: A missing permission found after clients were told to move turns a transfer into an exit.

STEP 3

Keep the Adviser

In private banking, clients trust people before they trust platforms. Gallup found that the attrition of an acquired bank depended on the engagement of the acquiring bank's customers, not only on the deal itself. Relationship continuity is the strongest lever a bank has during a closure. When a Zurich branch I worked in closed in 2017, many clients preferred Switzerland to Luxembourg; their long relationship with the bank was what kept them.

Where the relationship manager moves with the clients, say so early. Where a new adviser takes over, introduce them in person or by video while the old adviser is still in place. Retention plans for key advisers belong in the business case, as a departing adviser can take clients to a competitor.

✓

Decide which advisers move, which stay and which leave

✓

Plan joint client meetings with the old and new adviser before cut-over

✓

Set retention arrangements for advisers with the largest client books

Do your top clients already know who will look after them next year?

Keep in mind: Competitors read closure announcements too. Expect them to call your best advisers and clients within days.

STEP 4

Announce the Bank Branch Closure Personally

Clients should hear about a closure from their adviser before they read it in the press or in a standard letter. Call the top clients personally, then send a written notice that explains what changes, what stays the same and who to contact. Regulators look closely at how clearly clients were informed. The French AMF fined an investment firm in 2025 partly because clients were not properly informed of significant changes after a migration.

Each client group needs its own message, based on the client map. A client whose terms, fees or reporting change needs a different letter from a client for whom only the address changes. Keep the communication consistent with a client-centric strategy rather than an internal project plan. My article on transferring clients between banks shows how to tell clients early and in plain words.

✓

Brief advisers with a short script and answers to likely questions

✓

Call key clients before any written notice goes out

✓

Tailor letters to what changes for each client group

What will your clients hear first: a call from their adviser or a rumour?

Keep in mind: A notice that arrives during the holiday season may not be read until after cut-over.

STEP 5

Move Assets Cleanly

A client judges the transfer by what they see: correct positions, working standing orders and a statement that matches the old one. For consumer payment accounts, the Austrian rules transposing the EU Payment Accounts Directive require the old bank to transmit the switching information to the new bank within five working days. Clients expect a similar pace from a branch transfer.

Securities should move in kind wherever possible, so that clients do not realise gains or lose their cost basis. Standing orders, direct debits, powers of attorney and tax documents all need to arrive with the account. Where the KYC file needs a refresh, combine it with the transfer documents. My article on running a KYC refresh without a backlog shows how to plan that workload.

✓

Transfer securities in kind and carry the cost basis with each position

✓

Migrate standing orders, direct debits and powers of attorney

✓

Reconcile every client account and position after the move

Would your clients find a single difference between their last old and first new statement?

Keep in mind: A cut-over in December means the year-end tax certificates come from two institutions. Explain this to clients before they ask.

STEP 6

Track Attrition Weekly

Attrition rarely happens on the day of the closure. It starts weeks earlier, when clients ask for statements, reduce their mandates or transfer cash out. Track assets and client numbers by segment every week, from the announcement until at least six months after cut-over.

Gallup's figures give a useful benchmark: an industry average of 5% annual attrition. Anything well above that in the closing branch's book needs an owner and an answer, not only a report.

✓

Agree attrition metrics and targets before the announcement

✓

Watch early signals such as outgoing transfers and statement requests

✓

Assign each at-risk client to a named adviser for follow-up

How quickly would you notice if a top client started moving assets out?

Keep in mind: Net new money can hide the loss of long-standing clients. Report both separately.

SAMPLE CASE

Commerzbank

In January 2021, Commerzbank announced that it would cut 10,000 jobs and reduce its branch network from 790 to 450 locations by 2024, as part of a shift towards digital banking. Including earlier closures, the bank went from about 1,000 locations before the pandemic to around 400.

The bank expected to lose clients. According to Thomas Schaufler, Board member for private and small business customers, the losses were significantly lower than expected. In 2023 the bank still lost some clients, but new clients balanced this out. Commerzbank serves almost 11 million private and small business customers, including its online brand comdirect.

A key element was the bank's advisory centre, which clients can also reach on Saturdays. Schaufler said it closes the gap between the branch and purely online banking very well.

Key takeaway: Commerzbank closed around 60% of its locations without the client losses it had planned for. The branches were not simply removed. Clients kept a personal point of contact through the advisory centre.

"It takes 20 years to build a reputation and five minutes to ruin it. If you think about that, you'll do things differently."

In Short

A bank branch closure is an operational project, but clients experience it as a test of trust. Most of the risk can be seen in advance: in the client map, the licence check and the list of advisers who move or leave.

Banks that plan the client journey before the closure date, keep advisers close to their clients and measure attrition every week can close a location without losing the relationships behind it.

Frequently Asked Questions

How early should clients be told about a bank branch closure?

As early as the plan is final and the receiving location is ready to serve them. Key clients should hear it personally from their adviser, before any letter or press release. The FCA expects firms to consider the impact on customers and the alternatives available, which takes time to plan and explain properly. Advisers then have time to answer questions.

Can a bank serve branch clients from its head office abroad?

Often, but not automatically. Within the EU, an investment firm can provide services in another Member State if they are covered by its authorisation and it has notified its home authority. Outside the EU passport, local rules decide what is allowed. Check every country of residence in the client book in good time, before clients are told where they will move.

How many clients does a bank typically lose in a closure?

There is no fixed figure, as it depends on the client mix and how the closure is handled. Gallup found that customers of acquired banks left at 8% against an industry average of 5%. Commerzbank lost far fewer clients than expected after closing around 60% of its locations, as new clients offset the losses. Planning and personal contact make the difference.
